The appropriation is the responsibility of a Minister of the Crown and is administered by a department (SFO). Votes generally take the name of the portfolio of the Vote Minister.
Appropriations are the basis on which Parliament authorises the government to spend public money. Without parliamentary authority, the government has no authorisation to spend public money and therefore cannot govern. As such, appropriations are an important aspect of both the constitutional framework of New Zealand and the state sector management system.
